    "An Act describing contributions to the health reimbursement                                    
    arrangement plan for certain teachers and public employees;                                     
    clarifying eligibility for membership in that health reimbursement                              
    arrangement plan; relating to the 'administrator' of the Public                                 
    Employees' Retirement System of Alaska; and providing for an
